Palestinian Refugees in Lebanon
You can’t understand the Lebanese civil war without understanding why there were Palestinian refugees in Lebanon, and why this was a problem. Understanding the situation of Palestinians also helps us to understand the situation of Palestinians all over the Middle East. There are 470,000 registered Palestinian refugees in Lebanon, or 10% of the Lebanese population. In 1948, the UN was deciding how to divide Palestine between the Palestinian Arabs and the new Israeli state, created in 1948. At the same time, the Jewish population and the Arab population started to fight. This continued for more than a year, leading to around 700,000 Palestinians fleeing Palestine, becoming refugees in the surrounding countries. Around 400 Arab villages were depopulated. The Palestinians have never been allowed to return, and many still live in the refugee camps that were established in 1948. A second war in 1967 led to 300,000 more Palestinian refugees fleeing Palestine , mostly because of Israel’s destruction of villages and emptying of refugee camps, where refugees from 1948 lived. Many of these moved to Lebanon, where they established camps. The Palestinian Liberation Organisation was created in 1964 by the Arab League to resist the Israeli occupation of Palestine. The PLO organised military operations against Israel, but because Israeli forces were very strong, the leadership had to stay outside Lebanon to manage its operations. The PLO had bases in Jordan, Lebanon, and Syria, but in the 1960s, the bases in Jordan were the most important. In 1967 the PLO attacked Israel from its bases in Jordan. This led to Israel raiding the Palestinian camps in Jordan until the Jordanian military forced them to leave. This led to Jordan kicking out the PLO in 1970. After this, the PLO established themselves in Lebanon. This was easy for the PLO because of the large population of Palestinians living in camps, where the PLO were relatively safe, especially after the agreement between the PLO and the Lebanese government that the Lebanese government would not exercise control in the Palestinian camps. From Lebanese territory, they attacked Israel directly and also organised international attacks. When Israel began to fight back, attacking Lebanese territory, the relationship between the Palestinian militias and Christian militias began to get worse, and there were small fights between the groups. As each group took revenge every time, the situation got worse until the famous ‘Bus Massacre’, when Christian militias killed 30 Palestinians traveling by bus. This is often seen as the beginning of the Lebanese civil war, which eventually involved all religions and groups in Lebanon. 71 years after they first arrived, the Palestinian refugees are still in Lebanon, mostly because they have nowhere else to go. Israel will not allow them to return to Palestine, but Lebanon will not grant them citizenship (this is the same as most Arab states: Jordan is the only Arab state that granted Palestinians citizenship). The camps that used to be tents are now permanent buildings, and several generations of Palestinians have been born in Lebanon. An Introduction to the Sectarian Groups of Lebanonمقدمة للمجموعات الطائفية في لبنان /
Why should you care about the religious groups in Lebanon? Because the Lebanese do. A lot. Also because their political system is based on religion, and so was their civil war. Sadly, you cannot understand Lebanon without understanding its groups. According to the Constitution, Lebanon has 18 religions. The two main religions are Muslim and Christians. Christians are mostly Maronite Catholics or Greek Orthodox. Muslims are mostly either Sunni or Shia, but there is also an important Druze population. There has been no census since 1932. In 1932, the population was 50% Muslim and 50% Christian. This is probably not true now, because the birth rate for Muslims is higher than for Christians. This is also because a lot of the people who left Lebanon in the last 100 years were Christians. This balance affects every part of life in Lebanon: the seats in parliament are given to religions based on their populations, parties are religion-based, jobs are often given based on religion, and the civil service has quotas for each religion. In Lebanon, the first question people ask each other is: where are you from? If you say the South, you’re probably Shi’a; if you say the mountains, you’re Druze; if you say Bekaa, you’re Shia; if you say the North, you’re Christian; if you say Tripoli, you’re Sunni. If you say Beirut, they will ask you the area and the street. If someone cannot find out your religion from this, they find it from your first name., they will ask you your family name. If that still doesn’t work, they will probably just ask what religion you are. Lebanon used to be Mount Lebanon, a much smaller area of Lebanon that still exists today, home mostly to Druze and Christians. Lebanon was enlarged by the French, taking in mostly Muslim areas around Mount Lebanon. Lebanon was created as a separate state to protect the Christians by making sure that they were the majority in the country. The French originally came to Lebanon to, according to them, protect the Christians in 1860, when 2,000 Christians were killed by the Druze in a civil war. Because of this complicated religious situation, the Lebanese created a confusing political system that tried to balance the power between the religions. This system still exists today. With this system, 50% of parliament is Muslim and 50% of it is Christian. The President must be Sunni Muslim, the Prime Minister must be a Maronite Christian, and the Speaker of House must be a Shi’a Muslim. These divides were one of the important reasons behind the Lebanese civil war, which started in 1975 and ended in 1990. In order to understand this, you need to understand the Palestinian refugees in the country, which our next podcast will be about. An Introduction to Lebanon Lebanon is a country on the Mediterranean sea, located north of Palestine and west of Syria. It is 10,000 square kilometres, almost the same size as Wales and, if you’re lucky and there’s no traffic, you can drive from the north to the south of the country in about 3 hours. The population of Lebanon is approximately 5 million people, with 470,000 Palestinian refugees and 1.5 million Syrian refugees. Lebanon as a country was established in 1943, when the French mandate in Syria ended. Until then, Lebanon was a part of Syria and had been under the rule of the Ottoman Empire for 400 years before its collapse after World War I. Lebanon has 18 official religions, but how many people belong to these groups is not known, because no official census has happened since 1932 because of the sensitive balance between the religions in Lebanon. Lebanon’s political system is complicated, because the powers are divided between the religions – the President has to be Christian, the Prime Minister has to be Sunni etc. Lebanon is a very diverse place – most of the population is bilingual, speaking both Arabic and either English or French. However, other than regional refugee crises, Lebanon does not have much immigration, and has historically mostly been a country that people emigrate from. One of the reasons for this is Lebanon’s civil war, which started in 1975 and continued for 15 years. This war killed 150,000 people and saw the emigration of approximately 1 million people. Today, Lebanon is a middle-income country, and is known for being a Middle Eastern country where democracy and free speech have survived conflict and sectarian tension. An Introduction to Syria Syria is also a country on the Mediterranean Sea, 18 times bigger than Lebanon, with a population of around 20 million people. It borders Turkey, Iraq, Lebanon, Palestine, and Jordan. Its history is very similar to Lebanon’s, because they were a part of the same country until the French divided them in 1943 The history of Syria after 1946 is a complex story of military coups. In 1956, Syria joined Egypt to become the United Arab Republic, with the hope that more Arab countries would join them, but this union broke apart in 1961. The Baath party (the same party as Saddam Hussein), took power in a coup a few years later. The final coup happened in 1970 when Hafez al-Assad, also from the Baath party, took power. He was the president until his death in 2000, when his son, Bashar Al-Assad, a doctor, took power, at the age of 34, after the minimum age of the president was quickly changed from 40 to 34. You probably know Syria because of its civil war, which started in 2011. The regime has been accused of human rights abuses throughout its reign, which led to some civil unrest. This boiled over in 2011 when graffiti was written on the walls of a school in Dera’a, leading to the arrest of several teenage boys. This happened during what the world called the ‘Arab Spring’, when popular revolts in several Arab countries led to their leaders stepping down. The famous story is that the boys were held for weeks, tortured and beaten, and that when their parents went to ask for them, they were told to make more children. The arrest of the children led to many protests in Dera’a. The children were released, but protests against the regime continued, and the situation got worse. This was the beginning of revolts all over Syria, concentrated in certain areas, especially Homs, Aleppo, Idlib, Deir Az-Zor, and Hama. Within months, people had taken up arms and the civil war began. The civil war has led to the deaths of at least 500,000 people, displaced 6 million Syrians within their country, and made 5 million Syrians refugees outside of their country. It is now almost accepted that the rebels have lost the war, now holding only a small amount of territory in Idlib, near the Turkish border, and Bashar al-Assad is still in power.
