Economic sanctions are an attempt to put pressure on governments without using military force. They’re basically a tool for countries, that is something between diplomacy and military attacks. A government – like the US, the UK, or even the EU – make a list of restrictions, which can apply to individuals or to countries. The sanctions could be freezing assets, forbidding trade, putting large tariffs on goods, stopping air traffic, arms embargoes, and cutting off foreign aid. Before 9/11, sanctions were quite rare, used mainly by the US against Cuba and the UN against Iraq after it invaded Kuwait. But since 9/11, sanctions have become so common that many people forget they were once rare. It is quickly becoming America’s favourite policy tool for putting pressure on governments that it doesn’t like. You can think about two categories of sanctions: specific sanctions and general sanctions. Specific sanctions are against named individuals. For example, economic sanctions were used a lot against Iraq under Saddam Hussein. A specific sanction would be freezing the assets of Saddam Hussein himself, or saying that nobody can transfer money to him. A general sanction, however, would be saying that no companies can have dealings with any Iraqi or Iraqi company. Sanctions are usually adopted by countries or group of countries when another country does something that they don’t like or think is illegal. Countries with large economics, like the USA, or the EU, can put a significant amount of pressure on governments with these sanctions. General sanctions can mean that countries don’t have access to medicine, fuel, or food in some cases. It often forces these countries to build closer ties with countries like Iran or Russia. Okay so sanctions can be specific or general, against individuals or entire countries. It should be noted that we talk about general sanctions here, but these are usually called comprehensive sanctions. Syria. We don’t talk about it much on this podcast, and those who are familiar with the Syrian political context probably know why. But you all probably know about the civil war – and proxy war – that has ripped the country apart for almost ten years now. It is one of the worst humanitarian crises in the world, with around 5.5 million refugees outside of Syria, 6.2 million internally displaced people, and some NGOs estimating that around 13 million people currently need humanitarian assistance within Syria for their basic needs. The situation was bad after decades of crisis, but the Lebanese financial crisis and economic collapse has made the situation much worse. Lebanon has always been Syria’s doorway to the world, often used by Syrians to get around economic sanctions, and Syrian deposits in Lebanese banks are estimated at around $40 billion. As you know from previous podcasts, most of that money is now impossible to access because of capital controls, and it probably never will be accessible again. The situation for ordinary Syrians is bad. The Syrian lira has devalued at a fast pace in the last year – Amer help me. Food prices have increased by 5 or 7 times, and shortages of basic goods are being experienced across the country, even for those who can afford them. To sum up, the situation in Syria is bad, and has been made much worse by the crisis in Lebanon, whose economy is linked strongly to the Syrian economy. But nonetheless, new sanctions came into force in June 2020. But in December 2019, the US adopted new sanctions, which came into force in June 2020. These included targeted sanctions, for example against Asma Al Assad, the President’s wife. However, they also included sanctions on any foreign person entering into contracts for reconstruction in areas of Syria controlled by the government. That means that anyone who engages in rebuilding Syria, which has been all but destroyed by the war, will be punished by the US government. To make it clear, the government currently controls the majority of Syria – around 70%. It is now illegal to reconstruct Syria. What could possibly be the reason for this? The Act says that it is aimed at ‘transition to a government in Syria that respects the rule of law’ – basically, regime change. The last attempts by unhappy Syrians to change the regime led to a decade-long war that displaced 11 million people, without changing the regime. But the US seems to want another rebellion, and it will starve people into it. Because that is the impact of the sanctions: while they aim to put pressure on the government, they mostly put pressure on ordinary Syrians buying bread. At the same time, the US and the international community spends billions to provide aid to Syrians, which is nowhere near enough to cover the impact of their sanctions. Bizarre, right? Sanctions are put in place that ostensibly aim at regime change by putting pressure on ordinary Syrians. But history has showed us that this tactic does not work and causes humanitarian disasters, disproportionately affecting ordinary people and leaving the powerful relatively untouched. This is not news. It is widely reported that economic sanctions like these disproportionately impact ordinary people. Iraq under Saddam Hussein was subject to very general sanctions by the UN after the invasion of Kuwait. This was seen as an ethical way of putting pressure on the regime. But the humanitarian devastation that it caused has been widely documented. It should be noted that it is not necessary to ban imports of food and medicine to cause a humanitarian crisis. General sanctions usually cause the economy to collapse, as well as the currency in many cases, causes prices of basic goods to increase enormously. This leads to shortages in food and medicine, impacting the lives of ordinary people. While the issue of child mortality became well-known, it now seems likely that this data was manipulated by the Iraqi regime to make the impact of sanctions seem worse than it was. But regardless, the lives of ordinary people became much, much more difficult under the sanctions. Malnutrition increased, and many people could no longer access medicine, even though medicine was exempt from sanctions. The sanctions nonetheless stayed in place for over a decade, and did little to change Saddam Hussein’s policies. In fact, sanctions have almost never worked to actually change a regime. In Saddam Hussein’s case, of course, it took a military operation to force him to leave Kuwait and another military invasion to change the regime – something that didn’t work out very well for Iraq regardless, with chaos reigning for many years following the fall of Saddam Hussein. And while there is some evidence that the sanctions had some influence on Saddam Hussein’s behaviour, these were some of the most general possible sanctions, made by the United Nations, which all countries had to comply with. Sanctions have arguably failed to achieve their goals in Iran, Cuba, India and Pakistan, Libya, and Haiti. So why are they still used? We know that this issue is complex, and governments are often put in difficult positions by regimes that care little for the rights of their own citizens. We believe that sanctions are still used because they are cheaper than military interventions, and can be used when the problem does not justify military intervention. But they also allow a government to say that they are doing something. But the evidence is overwhelmingly that they don’t work. This is not saying that we do not condemn the horrific abuses by these regimes, and agree that the world should not just sit by while they happen. The recent sanctions against Syria were adopted in response to a report on torture in prisons – although the real reason is less clear, because torture in prisons have been widely documented for decades. We are saying that general sanctions do not work, and do more harm to ordinary citizens than they do to the regime they wish to change. However, they also have a more long-term impact: they increase resentment against America and its allies. Suspicion against the West is already rampant in the region. In the fight for hearts and minds, general sanctions do an enormous amount of damage, supporting claims that America and the West do not really care about human rights as they leave ordinary people to suffer for the crimes of their government. This feeds into narratives by America’s and Europe’s enemies in the region, and increases popular support for groups seen as enemies of the West, such as Iran and Hezbollah. Sanctions can also have other unintended consequences, like making authoritarian regimes stronger, as scarcity of goods available on the open market makes people more reliant on their government. Sanctions, then, may be a short-term solution that creates long-term problems. But what is the alternative? When countries want to influence the behaviour of other countries, they have many options available to them. You can think of countries as having a box of tools that they can use. They can offer things that the countries want, like foreign aid, or trade benefits, they can ask their allies to also put pressure on these governments using diplomacy. For centuries, this is how governments have influenced each other. But now, economic sanctions, which are quite an extreme form of intervention and do huge damage to inter-country relations, are being used very, very often. Many authors have argued that these sanctions are not justified: they don’t work very well and they can cause enormous damage. They can also have the opposite of the desired effect, strengthening dictators, creating stronger links between enemy countries, and damaging the reputation of the country using the sanctions. Therefore, while economic sanctions can be a tool in the diplomatic box, it is quite an extreme tool and should be treated like one. Before countries adopt sanctions, they should carefully consider the actual consequences, and how likely the sanctions are to attain their goal. But what is the alternative? لما بتريد دول التأثير على سلوك دول أخرى،عندهم الكثير من الخيارات المتاحة. فيك تفكر أن البلدان عندها صندوق أدوات فيها تستخدمها. فيهم يقدموا اشياء تريدها البلاد،مثل المساعدات الخارجية،أو الفوائد التجارية،وبيقدروا يطالبوا حلفائهم كمان بالضغط على الحكومات باستخدام الدبلوماسية. لقرون،هيك أثرت الحكومات على بعضها البعض. بس هلق، بيتم استخدام العقوبات الإقتصادية،يلي هي شكل متطرف من أشكال التدخل وبتأدي لأضرار كبيرة بين الدول ،بالكثير من الأحيان.جادل العديد من المؤلفين ان هذه العقوبات مش مبررة:فالعقوبات ما بتشتغل بشكل منيح ويمكن ان تسبب أضرار كبيرة.ويمكن ان يكون الها تأثير معاكس،وتقوية الدكتاتوريين،وخلق روابط أقوى بين الدول المعادية، والإضرار بسمعة البلد بإستخدام العقوبات. منشان هيك،العقوبات الإقتصادية فيها تكون أداة بالصندوق الدبلوماسي،العقوبات أداة متطرفة تماماً ولازم التعامل معها على انها واحدة. قبل ما الدول تتبنى العقوبات،لازم ياخذوا بعين الإعتبار الضروف الحقيقية،وقديش ممكن العقوبات تحقق هدفها. كمان لازم يجربوا يلاقوا طرق غيرها، طرق أقل تطرف، للوصل لهذا الهدف قبل إستخدام العقوبات الإقتصادية،خاصتاً العقوبات الإقتصادية العامة.
